IS THERE A VOIP CELL PHONE I CAN BUY?
Cell phones don't typically do voice over IP, they're using their own cellular technology. But now, cell phone manufactures are integrating Wi-Fi into their cell phones so that you can actually make VoIP calls using your cell phone if you're in a Wi-Fi hotspot. So if your ce ll phone supports Wi-Fi you might be able to make those VoIP calls.

Typically, you can call all over the world. I mean your service provider is the one that is going to dictate where you can call. But it depends on your plan. I mean if you have a plan that just allows you to call from phone to phone, or PC to PC, it basically is going restrict to you to those calls. Some plans will allow you to call internationally or nationally. You just have to with check your service provider and what plan you are on.

HOW MUCH DOES VOIP COST ON A CELL PHONE?
Charges for Voice over IP over a cell phone depend on your service provider and what package you get. If you are with a service provider that includes it in their package, such as T-mobile, you might be able to make those calls for free as included in your package. But, if you do not have a package that includes it then you have to download third party software to do those Voice over IP calls, such as Skype. You'd have to pay for you service package for your cell phone, and you'd have to pay for a Skype service package as well.
WHAT ARE THE ADVANTAGES OF USING VOIP ON A CELL PHONE?
The advantages of having VoIP on your cell phone, is the ability to have a single device that manages both your VoIP calls and your cell phone calls. This is without having to switch between two different types of phones.

WHAT ARE THE DISADVANTAGES OF USING VOIP ON A CELL PHONE?
I can't think of any disadvantages other than possible call quality issues but cell phone call quality is also spotty too so I'd say they're equal.

The software you need to run VoIP on your cell phone is like a voice over IP application that you run on your computer. It's very similar. It's a applet that will run, for example Skype has software that you can download. And it will allow you to do instant messaging as well voice over IP. T-Mobile has that built into their phone. So it will actually jump from cell phone to Wi-Fi as needed.
